China's Expanding Nuclear Arsenal: A Guide to Beijing's Missile Forces
The PLARF now fields 600-plus warheads across mobile ICBMs, hardened silos, and submarines—on course to exceed 1,000 operationally deployed warheads by 2030.

China’s nuclear forces have undergone their most rapid expansion in recorded history over the past five years, and the pace shows no sign of slowing. The Pentagon now estimates China fields more than 600 operational warheads—a figure the department projects will exceed 1,000 by 2030—carried across an increasingly diverse family of intercontinental ballistic missiles, submarine-launched ballistic missiles, and, as of September 2025, an emerging air-launched component. The War Zone published a comprehensive breakdown of the missiles at the core of that deterrent. Here is what the data shows.
The Silo-Based Foundation: The DF-5 Family
China’s oldest operational ICBM, the DF-5 (NATO designation CSS-4), entered service decades ago and remains deployed from approximately 20 known silos. It is a two-stage, liquid-fueled system capable of reaching targets more than 12,000 kilometers away—sufficient range to strike the continental United States from the Chinese interior. Its single warhead carries a multi-megaton yield.
The DF-5B variant, unveiled in 2015, introduced China’s first operational multiple independently targetable reentry vehicles, or MIRVs, carrying four warheads per missile. That development—long delayed by what analysts described as “major technological challenges”—substantially increased the threat each silo represents. The newest variant, the DF-5C, debuted at a September 2025 military parade. It carries an estimated range exceeding 20,000 kilometers and is assessed as configured for counter-value targeting—meaning strikes against cities and critical infrastructure rather than hardened military sites.
Mobile Road Forces: The DF-31 and DF-41 Lines
The defining strategic shift inside the People’s Liberation Army Rocket Force (PLARF) over the past two decades has been the move from fixed, liquid-fueled silos toward solid-fuel, road-mobile systems. Mobile launchers can disperse across China’s vast interior during a crisis and are considerably harder to locate and destroy in a first strike.
The DF-31 family now spans three variants:
- DF-31 (CSS-10 Mod 1): Three-stage, solid-fuel, range exceeding 7,000 km, approximately 8 launchers in service since 2006.
- DF-31A (CSS-10 Mod 2): Extended range of 11,000-plus kilometers, improved guidance, approximately 24 launchers.
- DF-31AG (CSS-10 Mod 3): Fielded on a new transporter-erector-launcher platform with improved off-road mobility, approximately 30 launchers, and assessed as possibly capable of carrying multiple warheads.
The DF-41 (CSS-20) is China’s most capable deployed ICBM. With a range exceeding 12,000 kilometers and a Pentagon assessment suggesting up to three warheads per missile, it has been deployed in road-mobile, silo-based, and potentially rail-mobile variants. Approximately 18 road-mobile launchers were counted in recent assessments. Two brigades were fielded by 2019; additional deployments have followed.
The newest system, the DF-61, made its first public appearance in September 2025. Analysts assess it may carry an intercontinental-range hypersonic glide vehicle—a maneuvering warhead capable of altering its trajectory during descent, which significantly complicates existing missile defense intercept calculations. A silo-based variant designated DF-31BJ also debuted at the same parade, though few technical details have been released.
The Sea Leg: JL-2 and the Coming JL-3
China’s ballistic missile submarine force consists of six Type 094 “Jin”-class boats, each carrying 12 JL-2 (CSS-N-14) missiles, for a theoretical sea-based capacity of 72 warheads. The JL-2 has a range of approximately 7,000 kilometers—enough to reach portions of the United States from patrol areas in the Western Pacific, but not from Chinese home waters.
The JL-3 changes that calculus. With an estimated range of 10,000 kilometers, it would allow Chinese submarines to strike the continental United States without transiting beyond waters Beijing patrols routinely. The JL-3 is expected to arm the next-generation Type 096 submarines, which are projected to enter service in the early 2030s. Some Type 094 boats may be retrofitted with the JL-3 in the interim.
The Silo Expansion Program
Satellite imagery first analyzed publicly in 2021 revealed three large missile silo fields under accelerated construction:
- Yumen, Gansu Province: approximately 120 silos
- Hami, Xinjiang: approximately 110 silos
- Ordos, Inner Mongolia: approximately 90 silos
Pentagon analysts assess China intends to arm all of these silos, describing the program as “the most significant expansion of the Chinese nuclear arsenal ever.” The construction could represent a genuine warhead expansion, a dispersal strategy designed to saturate adversary targeting capacity, or a combination of both. Either outcome materially complicates U.S. nuclear planning.
Force Posture and Strategic Trajectory
The PLARF operates what the Pentagon has described as “the world’s most active and diverse missile development program.” Missile brigades expanded roughly 35 percent over a three-year window in the early 2020s. As of mid-2024, the department counted more than 600 operational warheads—a figure that already represents a dramatic increase from the roughly 200 warheads China was assessed to hold just a decade ago.
China officially unveiled a complete nuclear triad in September 2025. The air-based component, anchored by the H-20 stealth bomber currently in development, would give Beijing the same three-legged deterrent structure maintained by the United States and Russia: land-based ICBMs, ballistic missile submarines, and aircraft-delivered nuclear weapons.
Unlike Russia, China has declined to enter arms control negotiations. Unlike North Korea—whose nuclear program is smaller and far more opaque—China’s buildup is trackable via commercial satellite, giving analysts a clearer, if still incomplete, picture of the trajectory. That transparency has done little to slow the expansion.
The growth of China’s long-range nuclear forces is reshaping how U.S. strategic planners approach a two-theater problem: simultaneous deterrence challenges in Europe and the Indo-Pacific.
