Russia Eyes 30,000 More North Korean Troops; Zelensky Warns Asia

Ukrainian President Volodymyr Zelensky said Saturday that Russia is preparing the Voronezh region as a staging ground for an additional 30,000 North Korean troops and has also asked Pyongyang to supply missile launchers — warning that the deepening military partnership between Moscow and North Korea presents a danger to Asia.

The Kyiv Post reported that Russian authorities are already making preparations in Voronezh, a region in southwestern Russia, ahead of the new contingent’s arrival. The Malay Mail reported that Russia’s request also covers missile launch systems, and that Zelensky warned Asia faces growing danger from the expanding partnership.

The Independent reported that Putin is actively preparing to bring the additional troops into combat. South China Morning Post, Newsweek, and Türkiye Today independently reported the same 30,000 figure attributed to Zelensky.

The Voronezh Staging Ground

The disclosure that Russia is specifically preparing Voronezh Oblast adds a concrete logistical dimension to the troop request. Voronezh is located in southwestern Russia, several hundred kilometers from the front lines in eastern Ukraine, and has served as a military transit and logistics corridor throughout the conflict.

Staging an arriving North Korean contingent in Voronezh before deploying them forward would allow Russian commanders to integrate new personnel into command structures, assign equipment, and establish unit compositions without rushing soldiers directly from arrival to combat positions. That specific preparations are reportedly already underway — rather than merely planned — suggests the timeline is not distant.

Missile Launchers: Beyond Ammunition Supply

Russia’s reported request for North Korean missile launchers, as described by the Malay Mail, goes beyond the artillery shell and munitions supply that has characterized the known dimension of Russia-North Korea military cooperation. Requesting complete launch systems would indicate that Moscow wants to incorporate North Korean hardware into its active order of battle, not simply draw down Pyongyang’s existing stockpiles for Russian guns.

The scale of any such transfer, and the question of compatibility with Russian logistics and command-and-control systems, would present practical challenges. But the request itself signals that Moscow views North Korea as a source of material beyond manpower.

Zelensky’s Warning to Asia

Zelensky’s statement that Asia faces danger, reported by the Malay Mail, extends the diplomatic argument Ukraine has advanced throughout the conflict: that allowing North Korea to contribute troops and weapons to a major conventional war in Europe sets precedents with direct implications for stability across Asia, including on the Korean Peninsula and in the Taiwan Strait.

The warning is aimed at governments in the Indo-Pacific that have not aligned with Western pressure on Russia and its partners, urging them to recognize that the Russia-North Korea military axis is not a development confined to Europe.

What Is Not Yet Confirmed

Zelensky’s disclosures are based on Ukrainian intelligence assessments. Russia has not confirmed either the new troop request or the Voronezh preparations, and Moscow has consistently declined to acknowledge North Korean military involvement in Ukraine throughout the conflict.

Pyongyang has made no public comment. Transporting 30,000 troops from North Korea to the Russian operational theater would require substantial logistical effort, as the two countries share no land border and movement would require transit through northeastern China or transport by sea.

Whether the request has been formally transmitted to Pyongyang, and whether North Korea has agreed to fulfill it, is not independently confirmed as of Saturday.
