North Korea's Nuclear Navy: Pyongyang Builds a Sea-Based Deterrent
A new Foundation for Defense of Democracies analysis finds North Korea's nuclear submarine program is further advanced than recognized, reshaping Pacific deterrence.

North Korea has spent years converting its aging submarine fleet into a nuclear-capable force, and a new analysis from the Foundation for Defense of Democracies warns the program has advanced further and faster than much of the outside world recognized.
The FDD assessment traces the trajectory of the Korean People’s Navy’s submarine arm from a Cold War-era coastal-defense force into something considerably more dangerous: a dispersed, nuclear-armed fleet designed to survive a first strike and threaten targets well beyond the Korean peninsula.
Why a Nuclear Navy
Land-based missiles face a known vulnerability: if an adversary can identify launch sites and act quickly, they can be struck before launch. A submarine-launched nuclear weapon, by contrast, can hide in ocean depths until needed. This survivability is the heart of what strategists call a second-strike capability — the ability to absorb a nuclear first strike and still retaliate. It is the same logic that drove the United States, Soviet Union, United Kingdom, France, and China to invest heavily in submarine-launched ballistic missiles during the Cold War.
For Kim Jong Un, a nuclear navy accomplishes two things: it complicates American and South Korean targeting in any pre-emptive strike scenario, and it extends the potential range of North Korean nuclear threats to cover Japan, Guam, and potentially the continental United States — targets that matter directly to Washington’s alliance commitments.
The Submarine Program
North Korea publicly unveiled its first “tactical nuclear attack submarine” in September 2023, designated Hero Kim Kun Ok. The vessel — a converted Romeo-class diesel-electric submarine, a Soviet design dating to the 1950s — was fitted with ballistic missile tubes capable of launching submarine-launched ballistic missiles. At the time, analysts debated whether the platform was operationally credible or primarily a propaganda exercise.
Subsequent satellite imagery suggested Pyongyang was not done. Work continued at shipyards along North Korea’s eastern coast, and the regime conducted multiple SLBM test launches from both fixed and mobile sea-based platforms. A larger vessel, designated by outside analysts as the Sinpo-C class, has been observed under construction.
The strategy reflects a deliberate logic: rather than build expensive modern submarines in large numbers, Pyongyang is working to make a subset of its fleet sufficiently threatening to force adversaries to plan around it.
Fleet Scope and Limits
North Korea operates one of the world’s largest submarine fleets by hull count — approximately 70 vessels — but the vast majority are aging Romeo- and Whiskey-class boats with limited range and reliability. The credible nuclear-delivery platforms represent a small fraction of that total. The FDD analysis focuses on that subset and on the organizational and doctrinal changes suggesting Pyongyang intends to actually deploy, not merely display, these capabilities.
That distinction matters. A submarine that exists only for political signaling requires a different response than one integrated into operational war plans with trained crews, maintenance infrastructure, and communication protocols capable of surviving conflict.
Strategic Timing
The FDD analysis arrives at a moment when U.S. military attention and resources are concentrated on multiple fronts simultaneously. American forces are engaged in an ongoing air campaign against Iran that has now expanded to targets across the country, while Bahraini and Kuwaiti aircraft have joined strikes even as Iranian drones have struck Gulf partners in return. Separately, PLA sorties near Taiwan have become near-daily events, and analysts have noted accelerating Chinese and Russian preparation for a potential Taiwan contingency.
Against that backdrop, North Korea’s nuclear expansion has proceeded with relatively little direct international pressure. Sanctions remain in place but have demonstrably failed to halt the program. Diplomatic engagement has been frozen since the breakdown of the Singapore and Hanoi summits.
Alliance Implications
A North Korean submarine capable of surviving long enough to launch a nuclear weapon against Guam or Japan forces those countries to allocate anti-submarine warfare assets that could otherwise be committed elsewhere. Japan, which has expanded its ASW capabilities in recent years, faces the most direct exposure. South Korea has also accelerated its own submarine program, in part as a hedge against exactly this threat.
The deeper question for Washington is whether extended deterrence — the nuclear umbrella provided to Seoul and Tokyo — remains credible against a North Korea with a genuine sea-based nuclear capability. If a Taiwan contingency drew American carrier strike groups south and east, the balance of forces in the Yellow Sea and Sea of Japan would shift in ways that matter.
Reading the FDD Record
Think tanks like the Foundation for Defense of Democracies have historically been ahead of the policy curve on North Korea’s weapons programs. Their earlier reporting on North Korea’s ICBM development proved accurate before official U.S. government assessments were updated publicly. The current analysis follows a similar methodology: aggregating open-source evidence — satellite imagery, state media footage, test-launch data — into a picture that may not yet be reflected in official public statements.
The core finding is direct: North Korea is building a nuclear-armed navy, it is further along than widely understood, and the implications for Pacific security have not been fully reckoned with in Western defense planning.
